Acad. Nicolae Victor ZAMFIR

Project Director

Acad. Nicolae-Victor Zamfir is a distinguished international scientist in Nuclear Physics, member of the Romanian Academy and of Academia Europaea, author of more than 500 articles, papers and conference contributions with a total of more than 6,500 citations. As Director of IFIN-HH, Prof. Zamfir was the main initiator of the ELI-NP project, an achievement for which he received several prizes, among which the title of Grand Officer of the French Order of the Legion of Honour for “special merits in the service of cooperation between Romania and France in the field of science and research”. Prof. Zamfir has over 40 years of research experience in reputable universities and institutes, among which IFIN-HH, Köln University (Germany), Brookhaven National Laboratory (USA), Wright Nuclear Structure Laboratory at Yale University (USA).

Prof. Dr. Kazuo A. TANAKA

Scientific Director

Prof. Kazuo A. Tanaka is an established world-renowned scientist in the field of laser nuclear fusion and plasma physics, author of more than 300 papers and winner of several research fellowships and awards, among which the APS fellow and the APS Dawson Award are included.

Before joining ELI-NP in 2016, Prof. Tanaka conducted research at Laboratory for Laser Energetics, University of Rochester and at Osaka University and was Directors of the Science Engineering Library and the Centre for Nonlinear Science and Engineering of Osaka University.

Dr. Călin Alexandru UR

Technical Director

Dr. Călin Alexandru Ur is an established Senior Researcher in experimental nuclear physics, author of more than 380 papers published in international peer-reviewed journals and member of several international scientific committees and editorial boards. Before joining ELI-NP first as Head of the High Brilliance Gamma Beam Research Activity, Dr. Ur was Head of the GAMMA Experiment at the Italian Institute of Nuclear Physics in Padova and Scientific Coordinator of the Tandem-ALPI-PIAVE Accelerator Complex at the Legnaro National Laboratories (Italy). Since 2015 he is Director of the PhD School on Engineering and Applications of Lasers and Accelerators at Politehnica University Bucharest.

Dr. Ionel ANDREI

Quality and Oversight Director

Ionel Andrei is Quality Control and Oversight Director at ELI-NP since 2017. He holds an MSc from Politehnica University of Bucharest and a PhD from University of Bucharest. From 2004 to 2013 and from 2016 to 2017 he served as Director General for R&D Programmes and then RDI Strategy Coordination at the Ministry of Research and Innovation, Romania. Since 2013 he is a member of the Romanian Delegation to the ESA Industrial Policy Committee (IPC) and from 2017 he is the Vice Chair of IPC. Ionel ANDREI was ESFRI and ERAC representative and a member of the ESFRI Executive Board from 2009 to 2013. He served as evaluator and observer of EC calls under EC's RDI FPs. He has participated in numerous European and regional working groups and conferences on research infrastructures. He holds the excellence diploma of ANCS (National Authority for Scientific Research) and the National Order "For Merit".

Dr. Raluca STOICEA

Legal & HR Director

Dr. Raluca Stoicea graduated in 1998 the Romanian-American University, Faculty of Law and in 2018 she got a PhD in Law at the Doctoral School of Faculty of Law - University of Bucharest.
Since 1999 she worked as Legal Counselor for private and public entities. Starting with 2006 she took over the coordination of the Legal and Human Resources Department at "Horia Hulubei" National Institute for Research & Development in Physics and Nuclear Engineering (IFIN-HH), the largest national research institute in Romania, by all means (scientific productivity, number of personnel, infrastructure).

She has been acting as member of HR & Legal experts working groups aiming to define the governance and the institutional model for new research associative entities with a large participation from EU and non-EU countries. She was one of the two Romanian representatives at FAIR Administrative and Finance Committee (Facility for Antiproton and Ion Research in Europe GmbH – one of the largest research infrastructure under construction in Europe - 11 associated countries) and is one of the Romanian representatives in the International Association for Extreme Light Infrastructure (ELI), a major European Infrastructure project, part of the 2006 Roadmap of the European Strategic Forum for Research Infrastructure (ESFRI).
In 2012 she took over the Legal & HR Director position at Extreme Light Infrastructure Nuclear Physics (ELI-NP), contributing to the implementation of the project and also to the establishment of the future European Research Center, ELI-NP, a cutting edge infrastructure to serve the world wide scientific community, expected to be a catalyst for innovation in industry and the private sector, able to enhance transfer technology both to small and medium-sized enterprises and to large firms, and to train scientists and engineers in numerous disciplines associated with Extreme Light.

Ec. Alexandru POPESCU

Economic Director

Since October 2002 Alexandru Popescu is the Economic Director of the "Horia Hulubei" National Institute of Physics and Nuclear Engineering (IFIN-HH), Bucharest, Magurele, the largest national research institute in Romania, by all means (scientific productivity, number of personnel, infrastructure). He is the main responsible for the entire financial management at the institute.
He has been acting as member of the financial experts working groups aiming to define cost model for new research associative entities with a large participation from EU and non-EU countries. He was one of the Romanian representatives at FAIR Administrative and Finance Committee (Facility for Antiproton and Ion Research in Europe GmbH – one of the largest research infrastructure under construction in Europe - 11 associated countries) and is one of the Romanian representatives in Administrative and Financial Committee of the International Association for Extreme Light Infrastructure (ELI), a major European Infrastructure project, part of the 2006 Roadmap of the European Strategic Forum for Research Infrastructure (ESFRI).
In 2012 he took over the Economic Director position at Extreme Light Infrastructure Nuclear Physics Centre, contributing to the implementation of the project and also to the establishment of the future European Research Center, ELI-NP, a cutting edge infrastructure to serve the world wide scientific community, expected to be a catalyst for innovation in industry and the private sector, able to enhance transfer technology both to small and medium-sized enterprises and to large firms, and to train scientists and engineers in numerous disciplines connected with nuclear photonics. In these capacities he is operating with national and European funds. Only the ELI-NP Centre has a budget of 310 million euros out of each 85% are representing European funds and 15% are provided by the national budget.
Alexandru Popescu graduated in 1998 the Romanian-American University – Faculty for Commercial Relations and Bank Financing – National and International.
