Since October 2002 Alexandru Popescu is the Economic Director of the "Horia Hulubei" National Institute
of Physics and Nuclear Engineering (IFIN-HH), Bucharest, Magurele, the largest national research institute
in Romania, by all means (scientific productivity, number of personnel, infrastructure). He is the main
responsible for the entire financial management at the institute.
He has been acting as member of the financial experts working groups aiming to define cost model
for new research associative entities with a large participation from EU and non-EU countries. He was one of
the Romanian representatives at FAIR Administrative and Finance Committee (Facility for Antiproton and Ion Research
in Europe GmbH – one of the largest research infrastructure under construction in Europe - 11 associated countries)
and is one of the Romanian representatives in Administrative and Financial Committee of the International Association
for Extreme Light Infrastructure (ELI), a major European Infrastructure project, part of the 2006 Roadmap of the
European Strategic Forum for Research Infrastructure (ESFRI).
In 2012 he took over the Economic Director position at Extreme Light Infrastructure Nuclear Physics Centre,
contributing to the implementation of the project and also to the establishment of the future European Research Center,
ELI-NP, a cutting edge infrastructure to serve the world wide scientific community, expected
to be a catalyst for innovation in industry and the private sector, able to enhance transfer technology both to small
and medium-sized enterprises and to large firms, and to train scientists and engineers in numerous disciplines connected
with nuclear photonics. In these capacities he is operating with national and European funds.
Only the ELI-NP Centre has a budget of 310 million euros out of each 85% are representing European funds and 15% are
provided by the national budget.
